Lint every repo

Every repo of the group runs the same checks in CI, from one place: the shared workflow rules, commitlint, the em-dash check, markdownlint and the no-references check live in agents and each repo includes them. Done when every repo’s pipeline is green on main with the shared jobs included.

One phase. The two tofu comments that fail the references check are reworded first so platform lands on a green main; the four shared jobs are written in agents and included in its own pipeline in one MR; then docs and platform include them.

The documentation site’s pipeline landed before this milestone’s docs issue, carrying the workflow rules itself; that issue replaces them with the shared include.
